I have read this somewhere on the web.

The “American Competitiveness in the Twenty-First Century Act of 2000”.
"Anyone for whom an H-1B petition is filed not more than 90 days before or not more than 180 days after the person has attained a Masters or higher degree is also exempt from the numerical cap. "

Is this still in effect.

Nope I could not find in the few AC21 memos that were issued by legacy INS. Unless the H1B is for a qualifying institution, all new H1 are subject to the cap.
If you were on OPT when you graduate or OPT has expired ,you have 3 months to look for a job. That is all.
