The “American Competitiveness in the Twenty-First Century Act of 2000”.
"Anyone for whom an H-1B petition is filed not more than 90 days before or not more than 180 days after the person has attained a Masters or higher degree is also exempt from the numerical cap. "
Is this still in effect.
