The H1-B cap that went into effect yesterday should free up staff resources at USCIS and see some forward movement in all other cases including I 140.
Even if all the pending H1B cases were processed in the next few weeks, next month should see more resources made available for other cases.
Remember, the I 140 / I 485 processing times started to increase when the H1B cap was high during the previous years (Security checks also contributed to the increase to some extent).
The positive impact on processing times due to the reduction in H1B CAP, to some extent should be felt earlier this year but it gets more visible later this year and next year.
