h1b cap, please help

Hi,
I'm a masters student working on OPT. I finished my course work and defended my thesis. My writing is still due. Do i qualify for the 20,000 h1b cap for students graduating from american institutions even i dont finish writing in time. I'm planning to apply using the transcripts. Please help.

I don't think so. The law says MS or higher degree holders from US univercity. You will not have a degree until you graduate. Anyway check with a attorney.
