"H1B Cap" Clarify

I am currently on OPT (valid till June 2004) My application for H1B was filed(Premium Processing) on Feb 10 at Vermont Center. I recived a reciept on 11th. According to Feb 17th Press Release the H1B cap has already reached.

When they say that H1b cap has reached does it mean that they have enough applications pending to fullfill 65000 for FY2004 Or does it mean that 65000 H1 visas are already issued?

Can some one clarify regarding my chances of getting H1B approval?
 
It means they will not accept more applications for this year.
They will process all applications received including yours and if everything is fine with your application, you will get an H1b this year. They will process all applications received till the cut off date and usually they end up giving a few more visas that the quota.(they deduct that from te next years quota)

Hi,

My wife's H1 has been filed on 18th Feb. The lawyer is saying that the CAP was reached on 17th Feb but still there's a chance that she'll get the Visa. (The lawyer seems to be quite confident about it)

Is it possible???
 
I am in same boat ,but my wifes h1 reached their on 17 feb i forced my lawyer to send by fedex instead by USPS ( 16 was holiday ).I got EAC number and they encashed fees also .
So i am hope ful i will get by end of week . i send for premium processing .
