H1B Petition was approved in October 2012 for 3 years outside USA and never used/Stamped but came to USA on f1 student visa in Dec 2012 for higher studies. Can I use old control number WAC # for file new H1B petition with another employer? Will my new petition be cap-exempt and I can start work upon approval? Does it matter or overlapped as I had approved H1b petition which was never stamped and have come USA on f1 student visa?
