H1b application on temporary license

I'm wondering if you can apply for H1B if you have licensure application pending and have 60/90/180 days temporary permit?

If so, would you get full three years or just for duration temporary license.

Yes.

(you can actually get the H1b just with a letter from the medical board stating that you have submitted all documents that make you eligible for a license and that they are just awaiting the next board meeting)
