H1b application and medical licence

Hello board,

A friend of mine is applying for H1b. She is a physician and her state medical licence is still pending. It is anticipated that she will get her licence by mid August. She will be starting her work on October 1st and by then she will be having licence for sure.

Can she apply for H1b application now while awaiting license or should she file only after approval of the license. Any input is appreciated.

if the job offer is for after Oct then she can apply now and specify that job offer is for october.

They may ask for an RFE for her license and she can add it at that time.
