Could you please be more specific with regard to what you are looking for and include the pertinent details...
1. Are you referring to the cover letter from the petitioner accompanying your H1 extension request?
2. Are you trying to answer an RFE for your 7th yr H1 extn?
3. Are you applying for a extension from a employer who is different from the one that filed your labor petition?
I agree with our friend. 7th year H1 extn is no different than extn's granted prior to 6 Yr limit except that you will be requesting for the extn for validity period of one year from the expiry of your current I-129 (H1)...In addition to the usual documentation you will attach filing receipt from the relevant DOL demonstrating that your labor has been pending for more than 365 days. If you do not have a filing receipt get a screen shot from the pertinent BEC. They do issue these screen shots and USCIS will accept this as evidence as proof of pending labor petition for the purposes of H1 extn beyond 6 years....
You do not have to explain to the USCIS that you are asking for extn beyond 6 years based on pending labor. It is automatically understood.
If you are filing for extn thru a attorney you do not need a cover letter as they will take care of it. Are you trying to file the extn petition on own ?
