H1 Xfer & Pay Stubs

Hi,
I work for a consultancy firm on H1. My last project ended in December. I have all the pay stubs as expected till then. However for the month of January I was not working on any project and my employer sent me the pay stub but the amount is not in agreement with my salary. It is reduced amount.

I have got an offer from another employer now and they want to xfer the H1. Is it safe/okay to file for H1 xfer in such a situation(most recent pay stub not having the amount in agreement with salary). ??

Please advise ASAP----
