h1 visa next year

If h1 visa refused by consulate this year and if he/she applies again next year , you think there is hope of getting visa in next year.

Or

once the visa refused , never going to make it again ?

There's nothing like that.

Of couse, it would be best to come up with evidence of complying to the reasons, why the earlier one was denied.
