H1 visa and H4 stamping

I am on h1b visa and my wife is currently on h4. She will be working for a non profit organization beginning June 2006 and will be working on a h1b visa. The organization asks her to file h1b and have a valid approval petition before she starts in June.
We are travelling outside the country in February and getting our current h1b stamped along with her h4 visa.
Is it advisable to start with her h1b processing now and get h4 stamped while in India or we first get h4 stamped, come back in March and immediately file for h1b under premium processing?

Come back and file it. If you get it done before that she has to get H1 stamping.
