H1 Transfer

A friend of mine is on H1 Visa and on bench now. One of his relative owns a gas station and wants him to join as Manager (under H1 visa itself) in his gas station.

Can he really go for it? Does he foresee any problems in the future? Also the owner is guaranteeing to do green card process also in near future.

Also i want to know whether the quota for H1 visas are completed or not for this year?

A gas station job for h1?

H1 jobs require a minimum of a degree and specialized skills and training. I don't see that requirement for a gas station job.

For green card the employer has to prove that there are no US workers available to take up that job. Can you really say that there are no people willing to work at a gas station?

The person on bench and the gas station owner will be committing fraud if they go ahead with this scheme.
