Filing H1 TRANSFER without pay-stubs from current employer

Hi ,
I have a valid H1-B visa , valid till Nov 2002. I have not entered USA and hence not utilised this visa till now as my visa sponsorer (bcoz of poor job market) does not permit me to enter USA on this visa now.

However ,i have another company in US which is ready to file my H1 transfer but does not have the status to file fresh H1-Bs.

In such a situation is it possible that :

1)My new sponsorer files for my H1B transfer without submitting to INS any pay stubs.(that i dont have any)

2)Do I need the consent of my current visa sponsorer(one whoz visa i am holding) for transfer?

Moreover , Can anybody tell me if checking visa validity status is available online?

I am not sure if there is different requirement for fresh h1 and h1 transfer, may be i am ignorant, but i thought h1 transfer is better when h1 quota reach to max, and i am sure it not case this year.

It's not only paystuff, you need I-94 form, which you don't have becuase you didn't travel usa, I don't think h1 transfer will work if you are outside usa.
