H1 transfer - CSC Transfer from VSC

Hello,

Is it normal that if you file H1-B transfer to VSC and VSC sends this to CSC?

Do they do this on selective basis or all cases are sent to CSC?

If that's the case, why can't you send case directly to CSC. I submitted the petition via premium processing. It states that it will take 15 calendar days. Any idea how long they take? I have heard some got in 2 days.

my company applied 7th year H1extension with approved labor .but ccs center transferred my petetion to newjersey office. Originally my company and I reside in jersey.
Can you suggest me is there would be any problem with my petetion?
I never heard about this till now

My license is getting expired next week
