H1 Transfer and H1 Extension

Hi,

I am in Home country and my petition and visa of H1 B both are expired but i was in US for 6 months only(went in the first 3 years of stamping, applied for extension and came back and got petition extension for 3 years but dint went for stamping and now no longer with the company which initiated visaH1).
Is there a way through which i can recapture the unused no of years?
Please let me know the process.

I am bit confused with the answer.

I got my visa stamped for the first time in 2008 till 2011, so i went to US in 2011 stayed there for 6 months, as my visa was about to expire so applied for extension and came back. Got the petition papers but dint went for stamping.

Can i now recap the left out years in 2014? or within how much time i have to do?

What is the procedure to recap?
