H1 to H4-does it need to be approved ,or receipt notice acceptable

If my wife moves from H1 to H4,and she has a receipt notice for the H1-H4 change ,but not the approval,can she continue to stay in the US until the approval even after her H1 is expired?

When you apply for COS you can stay until decision is made. There should not be any problems.
