H1 to F1 with labor certification

I am currently on H1 and am thinking of changing my status to F1 (going back to school in jan 2006). My employer has filed for a labor certification for me. (not approved yet). Is this going to be an issue in the COS? is it safer/better to travel to a consulate in India for the change?

Its better changing the status in USA, bcoz if you go to consulate its hard to prove that u are not intending to immigrate, because u was on h1 before.I also changed my status internally here at vermont it just took 20 days for the change of status.
