h1 to f1, back to h1 possibility

I am currently on h1b and have applied for a f1 status, which is COS from H1 to f1. Please let me know If i can go back/apply for h1b, if i have job offer before the school starts and does my h1 approval depend on the person who reviews my h1 petition at USCIS - cuz this is the usual answer i hear from the attorneys?

has anyone done this before?
