H1 stamping in Kolkata consulate?

Hi,

I am sure this question has been answered before but I can't seem to find it.

My brother who was on F1 got his H1 status approved in Oct 2008. He is traveling to India in Jan 2009.
Our home town in India falls under the Kolkata consulate jurisdiction but he has been in the US for the last 12 years. My question is does he have to go to the Kolkata consulate for H1 visa stamping or can he go to any of the four consulates?

H-1 Stamping at Kolkata

My advise is that he goes to Kolkata for the stamping.
Hopefully he has the paystubs from his employer from 1st October and the usual documentation for I-129 that the Consulate asks for. Also when the petition is made by the prospective employer they ask you to which Consulate the approved papers should be sent to in India. If this is Kolkata he is better off going to Kolkata where according to my information the Consulate is not as sticky as in Chennai or now Hyderabad!
