H1 stamping from st louis

My passport is stamped with H4. My H1 was approved but I never went out of US so di'nt get it stamped. I changed job and transfered to another company and now I intend to stamp my passport with H1. Can i stamp it from St louis? Is h4 to h1 stamping possible here?

You have to get the stamp at embassy. St Louis only allowed stamping if you have previous stamp in the same category. Right now, even one has the same category visa stamp from Canada or other country won't get approved if none of his previous visa from the same category was obtained at least once in his home country US embassy.

is it an official rule that “even one has the same category visa stamp from Canada or other country won't get approved if none of his previous visa from the same category was obtained at least once in his home country US embassy”. Where did you see this? I didn’t find this on DOS web site.

I saw this statement a while ago (probably half yr ago) in the Revalidation Visa page under the Dept of State website. Not exactly sure if there's any update now. Also, my lawyer told me the same thing 2 months ago when I was about to getthe materials ready to apply for the stamp in Malaysia US embassy. She said this was probably any reason out of others. However, when I was trying to applied for visa stamp extension in Oct 2002, this statement was never mentioned in Dept of State website.

I couldn't tell u if this is the only reason since my 221 (g) stated my visa is not clearly approved at this time, and I need to apply at home country US embassy.
