Is it possilbe to get the H1 stamped on the passport without leaving the country? I have been on H1 for around a year and my i-94 is on F-1.

Any comments/ recommendations are highly appreciated.

H1 issuance

The first time you get an H1 stamp in your passport, you have to leave the country. Earlier you could go to Mexico/Canada and if the visa was rejected, you could come back. After 9/11, if your visa isn't issued then you have you leave Mexico/Canada directly and go back to your home country. I suggest just getting the visa issued the next time you go home or the next time you go abroad. H1s are generally easy to get stamped as there is no real ground for refusal if you have an approval notice. Three years after you're first in H1 status, you will need a new H1. At that time, with an H1 already in your passport, you can just send the passport into the State Department in St.Louis and they will issue your visa from "DEPARTMENT".
Good luck

Visa Stamp

One of the atorny told me that its possible to get visa stamp without leaving the country. It takes 6-7 weeks. I dont know how it works. It anyone has the suggestion please let me know about the detail.

H1 can be renewed within the US. For the first time it can only be obtained outside the US. BTW you dont need to get the H1 stamp in your passport just because you are changing status. The next time you go out of the country, get the visa.

BTW, you cant be in H1 with your I-94 on F1. Check with your employer's lawyer whether the H1 was approved without the change of status to H1. In that case you have to leave US, get a H1 stamp, and then on re-entry get H1 status. Reading up a bit on the difference between status and visa might be helpful as well.
