H1 Receipt number URGENT Help Please

May be this is already answered. But now i need urgent answer.

My friend who got a job offer from some other company. They are asking him to join ASAP. Can he give his current company 2 week notice before the new company applies for his H1 Transfer

And also is it legal to work for the new company before getting Receipt number for H1 transfer from INS.

THIS IS THE HUGE AND BIG MISTAKE WE ALL DO.IF I WERE YOU EVEN THOUGH IF IT IS GOOD OFFER I WILL ONLY JOIN AFTER THE H1 IS APPROVED FROM THE NEW EMPLOYER..THIS JUST MY THOUGHTS...
