H1 planning to marry GC who is applying for citizenship

I am on my first year of H1B and my boyfriend is in the fifth year of his GC and is eligible to apply for his citizenship in May 2007.

I would like to know when is the best time for me to marry
1. before May 2007
2. While he has applied for his citizenship
3. after he gets his citizenship

and what is the procedure for me to apply for GC under family quota and how long would it take

There is no best time.
You could get married tomorrow if you want.

Just apply for AOS once he gets his citizenship.
No point of doing it while he's a LPR (it'd take several years).

Once he's a USC then a visa number is immediately available for you.

Let's assume he gets his citizenship by the end of 2007 then you apply at the beginning of 2008 and you should have your GC by mid-2008.
