H1-H4 Nightmare

I had been to chennai to get my h1 stamped. But they gave me a 221g and asked me to submit additional documents. My employers is taking too much time to send those documents. My husband lives in the US and i am thinking about apply for H4 visa...
I wanted to now if its a problem to apply for H4 visa while my H1 is on hold under 221g
And if they approve the H4 visa is there a way i can change that to H1. Will i have to come to chennai to get the H1 stamped or is there any other option?
Please help.....
 
H-4 and H-1 have different criterias ... you can try for H-4 option (as long as your husband maintians H-1). Later you can change your status to H-1 ... but if that's for the same employer then the 221G must be cleared.
