H1-F2-H1 , Will H1 CAP apply?

I am on H1 currently- started in April 2006 and stamped in July2006.
I am getting laidoff by my employer.
If I change my status to F2 and then change to H1 when I find another employer, will the H1 CAP apply to me?

I will really appreciate a reply
