H1 - F1, do we have to go out of the US

Hi! I am currently on H1 and want to transfer to F1. Do I have to go out of US to get the change of status ? What is the procedure now for changing one's non-immigrant status. Any help will be greatly appreciated. Also, what's with this change of status, I mean, is it easier to get COS these days or are they scrutinizing a lot?
