H1 extension is pending for 10 months

Hi.
I have a strange problem with my H1-B extension filed at CSC on October, 2006.
My I-94 expired in Feb, 2007
Now is August, and my application is still pending.
My employer upgraded in June to PP. They took the money, issued a receipt notice. However, more than a month passed and nothing changed. No LUD's, nothing.
They say it is under background check (why is that for H1, why then they accepted PP fee)
Can I do anything in this situation?

I had the same situation too with CSC while on 7th year extention. filed H1B in August 29th 2006 no update for H1B extention for 6 months and upgraded to premium. they did not take money for premium saying that it is under background security check after ninth month upgraded to premium issued Intendent to deny saying that
University degree need to be verified from Origin Country and asking us to show proof of employer - employee relation ship replied to the query.
got response from CSC saying that denied after 10 months.

got reason for denial.

CSC premium processing center misplaced my Engineering degree documents sent by University by Registor office from India
and one of the reason for denial is Absent Degree Verification so benificiary not qualified to perfom in Speciality Occupation.
I work for client State Government through Vendor companey accorind to USCIS are not suppose to do Contracting JOB. We showed employer-Vendor- Client contract agreements also provided my employment letter with Client. USCIS did not look at any documents and keep saying that Validity of Employment is not established

My employer is going to Appeal let's hope things turn out to be good
