H1 Cap reached for the Fiscal Year 2007

H1b filed till 25May 49,034 26May H1b cap reached?

I dont understand these statistics how can they get 9000 applications in a single day ie 26 may and finish the H1b quota for 2007.

We need an explaination from immigration department as to on what basis they came across such a conclusion to cut off on 26 th may 2006.
