Ask your friend to go to local INS and verify if there is a form to be filled up to make a change due to negligence of the POE inspector. I guess he can still do the change with INS(Vermont) and it should take around 3 months time to complete this process.

One of my friend who got her H1B stamped in Madras came to US and at the port of entry they stamped as H4 visa, but she did change it and it took 3 months to complete the process.
