H1-B Visa revalidation from Mexico

I want to get my H1-B visa stamped. Hence planning to travel to Mexico for the H1-B stamping. Can we do this?

If Mexico is not your home country don't go to Mexico for visa stamping. If you are eligible you can get your visa stamped with in USA. Due to security check reasons, it takes around three to four weeks for visa stamping.

I've heard about a new law that visa stamping in this kind of case will no longer be done in the US but at the US Consulate abroad. So it is imperative that the alien has to exit the country and obtain a US visa using H1B at the US consulate in order to re-enter. Pls confirm.
