H1 B Transfer Issue

Hi,
I Was working for company A ,then joined Company B (transfered my h1b), thru company B iam working for a client C, now Client C wants me to join them as an employee and my New H1B papers are with Company B and are delaying in giving me the approved H1B papers.
Now is it possible to apply for a new H1B or can i apply for H1B transfer using the Company A\'s H1B apporval notice .

Please help me ...
