H1-B Stamping Question

I am planning to apply H1-B visa for my friend in the next year quota. After it is approved does he have to wait till Oct to get it stamped in India or can he go and get it stamped before Oct and then Enter the country in October?

You can go for the stamping anytime. But You won't be able to enter the US before Oct.
