H1 B stamping at Toronto -- incomplete Masters Degree

Dear Forum Members,

I came to the US for my masters degree in August of 1999.

I had the thesis option and haven't defended my thesis yet (meaning degree is incomplete). There had been research issues and some major revamp work. So technically even though I have finished more than required course work, I have not completed my degree yet.

I got a job in March 2004 and had started working on H1B visa. However my H1B petition was filed on the basis of my undergraduate
degree (which he has completed in India).

I am planning to go to Toronto to get my visa stamping. Can a consular officer reject a stamp based on non completion of the MS degree?

If anyone has had a similar experience please help out.

P.S: I do know of friends of mine who hadn't completed their Masters but still were successful in getting their visas stamped. But this happened about an year ago. What is the current status? Can the consulate really reject visas based on completion/non-completion of Masters degrees??
