H1 B Petition denied

My employer has applied for an H1-B for me. We got an RFE, which was also responded to. But now the petition is denied (as in, didn't even get an interview date)

1. Is this the same as visa being rejected
2. Will that be reflected on me if I (thru the same employer) re-apply
3. How long should I wait before I can re-apply
4. Will it go thru all the phases before being considered, or can I expect the re-application to be taking lesser processing time
 
You did not get through the relatively easy part of the process. Reapplying with the same employer with the same documents should yield the same results. Your employer needs to consult an attorney and resolve whatever issues there are with both him and you.
