H1-B --> F-1 transfer denied

I have been working on H1-B until Sept 2002.
I have also been a student in the Ph.D. program at the same time. After leaving the job, I have applied for a change of status to F-1. The request has been
denied by INS in Nebraska (INS asked for an employment verification letter, and my company
provided such letter with a wrong employment termination date, this served as a basis for denial).
The International Office in my school has submitted a motion to reconsider on my behalf based on an updated employment verification letter provided by my ex-employer. I've made a mistake and agreed that the International office handle the whole matter.
Unfortunately when sending the motion, they forgot to enclose the $110 check (filing fee) that I've written. I've never heard anything from INS. About 4 months later, I've sent another motion with a filing fee and all the forms and documentation, but got a denial stating that I've missed the deadline for any appeals.
Is there anything I could do to salvage the situation, or is the situation beyond repair?
