H1-B denied with 221 g refusal in Delhi Conulate

A friend went for his H1-B visa stamping in Delhi and after a couple of visits was denied with 221 g ( insufficient documentation & not qualified for the job, although he has a masters and over 5 yrs of experience in the field) stamp on his passport. Also his passport was marked with some code "P6C1" handwritten ? What does this mean ?
The consul officer was very rude and said that he would send the H1 back to the BCIS and recommend that it be revoked.
Now he is not sure if he can apply again for a job with another company, as this company has shy'ed away from the issue.

Does this have any consequences if he decides for a new job with a different company or further studies on an F1 ? He also has aspirations to do his Phd in the US ? Can he apply for a student visa ?

Master's in Architecture with 3 yrs experience as a co-ordinator in a civil construction company.
4 yrs experience in programming in java & several certificate courses in IT over the past 7 years.

His education is totally not relevant to the profession he is seeking a job in.

your Friend's compnay will get a notice on intent to deny based on the evidence from the Consulate and the company has to submit required docs to prove that your friend is qualified for the job, then INS will re-approve the petition or deny it based on the evidence. This is a time consuming process, the best way to speed up the process is to have the company attorney contact the service Center.
