H1 B being abolished???

I would like to know the credibility of this petition going on www.sulekha.com about abolition of H1 B visas. When will this bill be passed? What would happen to folks who are on H1B as of now? Reducing the number from 195,000 to 65000 was what I heard before. But the whole story of abolition is kinda scary. Any idea of whats going to happen. When does the new bill if approved by the senate come into action?

Bills like this are proposed almost every year. If you want to worryabout it go ahead but I sure am not going to lose any sleep over it at this point.

Thanks for the Quick reply. I am actually on a F1 visa right now and employed. My O P T expires next MAY. I have another Question. when they say that the number of H1 B's is gonna be 65000 or 195000, Is that a number for folks who are already out of U S or Does it include people like me who are already in the
U S and change status to H1B?

The cap applies to people who are obtaining H-1 status for the first time, so the F-1 to H-1 change counts. It's not applicable for H-1 transfers, extensions etc.
 
Question

1. I am on a h4 for 2.5 yrs and am filing for a h1 now...i have Masters in Computers with 3yrs experience in India and spent the last 2 yrs getting trained in various technologies.What are the chances that my H1 will be denied because of the 2 yr gapin work ex?

2. In case my H1 is denied isthe fees refunded (the 1130$ fee)???
