H1 Approved. No 797

My sister applied for H1, in 2007 April (under 2007 Quota). She was in Britan at that time.

It was approved (as per uscis website) from Vermont in May 2008. Yes, after one full year.

* The Employer (consulting company) says they never recieved the 797.

* They said their office moved, and USCIS had their old address. and that could be the reason.

* They said their lawyers applied for change of address and asked for duplicate copy, in July 2008.

* There is no response from USCIS, apparently.

What else can be done ?
Is there a way to make sure the Employer (consulting company) is not lying ?
will taking an InfoPass appointment, or some thing equivalent help ?
If so, what / how can it be done ?
 
They only requested duplicate in July; it is likely still in the processing que.

Moving and not notifying USCIS is one good way to have misdirected documents.

Thanks. How long is a good time to wait, its been over 2 months.

Also, are there any incentives for the Employer to be not truthful about some thing like this. Should I be doubting the employer ?
