H1 application time

My H1 is expiring by end of May. I heard the process is to

- Send all details to lawyer
- Some posting of the LCA on the worksite
- Approval from the labor dept

- And then (only then) apply for H1 with INS?

How long does the 2nd and 3rd step take?

Premium processing of 15 days includes these steps or not?
