I have two questions. I would appreciate if someone could help me.

The first question is

1. Can I-539 for extension of H4 visa be applied only on receiving the H1 extension receipt number of the spouse. If the H1 is done on premium processing would the H4 also be considered under premium processing.

2. My visa in the passport is valid until sept 9 2003. it is with the old employers name. I had changed my employer and the I-797 of the new employer is valid until sept 9 2003. Do I have to revalidate my visa with the new employer despite the validity of the visa and I-797 (petition) remaining the same.

You can apply for H4 extension and H1 extension at the same time. I don't think there is premium processing for H4 but if applied together, H4 should get approved at the same time as H1.

You do not need a new visa stamp even though you changed employers. The old visa is valid until it expires.
