h-4 issues Please help

My firned is having issues at the islamabad consulte.
they refused his wife's h4 saying that a seperate 1-797 petition needs to be filed.
i remeber when i had my wife's visa processed i didnt have this issue can anyone help
the refusal was as follows
it is pre-printed and has got the "no valid petition written in it"
the refusal was under section (221) g

they say that when the petition for h1 was filed the h1 holder was single and now a new 1-797 needs to be filed for the h4

What should he do now .
 
There is no such provision- applying for H4 or H1 once again after marriage. You can hire a lawyer and file a complaint with DOS office here.
Since this is a SR country, maybe the primary applicant needs a current and valid H1 stamp in the passport? 221g is lack of documents. What does the letter citing 221g exactly say?
