Hello,
I have a question. I am working for a quasi-government organization in the state of West Virginia, and my OPT card is valid until 9 May 2004. My attorney is in the process of filing for H-1B visa, and the quota for it has already expired this year. But I came to know that people working for Government organizations are exempted from the H-1 B quota. Can you please clarify?

Read above article and now it depends exactly what you mean by quasi-govt agency and whether it falls within the definition of govt agency as framed by USCIS.
