h-1b stamping expired for more than a year - revalidation

Hello,
I read on this website that one of the conditions for sending my passport for H-1B revalidation to St. Louis is that the previous stamping should not have expired for more than a year. Does that mean I have to get it done outside US? Can anyone point me to a definitive statement on this? Also, what documentation is needed for this if applying outside US (in india).

Yes you cannot get reavldiated if your old VISA expired for more than 1 year and also you cannot sent if your OLD VISA has validity of more than 60 days.

You have to get it stamped outside of country. You need all the documents what you had before when you went for H1 stamping for the first time and any more extra documentation you can like employee letter , paystub......
