H-1B application while L-1A is pending

My firm has applied for L-1A visa in november 08 and it is still pending. I got an RFE on Feb 6th '09 and replied to that on March 20th but the status has not changed yet.
I want to know if the same firm can apply for H1B for me while L1A is pending.
P.S. I am an Architect and not an IT professional. Does that make a difference? I have heard they are giving preference to IT professionals over others.
 
If the RFE was about legitimacy of the job, financial status of the sponsoring firm, then whether it is H1 or L1 should not matter. Same with RFE's about your credentials.
