H-1 Visa transfer from H-4 with having H-1 approval

Hi
My wife has got H-1B approval notice for year 2006. But she went last month for stamping in India. They asked for more documents using dropbox. Seems it takes ever to get visa using dropbox.She never been in US and thats her first H-1B approval.

Can I bring her on dependent visa(I am on H-1B) to US and transfer to H-1B which she has from 2006 as the quota for 2007 is finished..

Is that possible
Please advise
