H-1 Transfer or new H-1?

I am on H-1 and was laid-off about 4 months ago. I am talking to a company who say they will have a position in 2-3 months. I am thinking whether I should try to start H-1 processing soon. I believe H-1 transfer after a gap of 4-5 months will be difficult to get, so I may have to go for a new H-1 processing. I believe there is no need to submit paystubs for new H-1. Are there any issues in applying for new H-1 after 6-7 months being out of job?

Would appreciate replies on any personal or known experiences of similar situation.
