H-1 Transfer and Green Card Processing

I am currently doing a H-1B transfer from Company X to Company Y. The transfer is currently pending at INS. Can I start Green card processing (Labor Certification) in Company Y eventhough the H-1 transfer is not complete

H1 transfer and GC are two separate processes

For starting GC process you don\'t even have to be an employee because GC job is for future.
