H-1 to F-1 processing times.

How long does it take to switch from an H1 to a F1 after the I-20 and supporting documents have been submitted to the USCIS? I know that in H1B filings, one can start working even without the approval as long as a petition receipt notice has been received from the USCIS. Is there a similar situation with F1?
