Guys, I think they go by RD not by ND.

Because I just called IIO to know about by ND because I don\'t know what my ND is, but I know my RD. When I called she said they are processing the apps which are received on /before Oct 01 2001 and yours is Oct 16 2001.
with this I assumed that they are processing by RD not by ND.
 
RD vs ND

    As far as INS is concerned RD is the date they enter info into their system not the document received date.
