I received EAD receipt and I-485 receipt. But I seen EAD card can be avialable within 3 hours in local INS office. But If I wait for VSC, it will take another 2 months. So My question is, can I apply local office though I already have one application in VSC.

Philly office only issues EAD card if it has been approved by VSC.

Earlier we were also told that you can walk-in and get the EAD , but it turned out that they have changed the policy.
If VSC has approved and you did not get your card by mail, then you can walk-in to the loacal office and get the card.
